Welcome to the 2025 Code of Ethics Revision Panel, a critical initiative driven by the American Nurses Association's unwavering commitment to "establish and maintain a code of ethics among nurses." As mandated by our Certificate of Incorporation, we are dedicated to revising the Code of Ethics for Nurses with Interpretive Statements every ten years.
The 2025 Code of Ethics for Nurses Revision Panel includes a robust Expert Panel of nurses and nurse ethicists from around the nation that were selected from various practice settings, geographic locations, and differing levels of expertise. The Expert Panel collaborates with the Writing Panel members to execute the writing and revision process.
Our primary objective is to foster a collaborative environment where we can address ethical challenges pertinent to the nursing profession. By sharing insights on ethical issues, priorities, and goals, our aim is to develop a robust and forward-thinking Code of Ethics for Nurses. This revised code promises not only to strengthen our ethical foundations but also to inspire ethical action in nurses across the spectrum.
Building upon the existing Code of Ethics for Nurses, the Revision Panel will delve into the core values and ideals of the nursing profession. We will actively identify and confront ethical dilemmas that impact the health and well-being of the populations we serve, including individual nurses and the nursing profession at large.
This revision effort will form the bedrock for a comprehensive array of resources spanning ethics, policy, and education. It will be the cornerstone upon which we build a brighter ethical future for nursing. We invite you to join us on this journey as we shape the foundation of nursing ethics for 2025 and beyond. Together, we will continue to uphold the highest standards of ethical conduct in the noble profession of nursing. Martha Turner spent 30 years in the Air Force and is now semi-retired. Her intro to ethics was through oncology, pain mgmt and EOL care. She now teaches, writes, and volunteers in her community.
Daniela Vargas, MSN, MPH, MA-Bioethics, RN, PHN, is a public health nurse focused on creating anti-racist nursing practices and workforce support for Black, Brown and Indigenous nursing students.

Beth Epstein is a Professor at the UVA School of Nursing and Center for Health Humanities and Ethics. She is active in ethics and moral distress consultation and teaches ethics and pharmacology.
Dr. Fitzgerald is interim director of the Office of Professional Fulfillment & Resilience at Stanford Medicine Children’s Health and serves on the ANA EAB.
Sonya Frazier is of Choctaw and Chickasaw ancestry and founded the Oklahoma Indigenous Nurses Association and Regalia Making Relatives, focused on reducing health disparities in Native communities.
Dr. Nelda Godfrey is Professor and Associate Dean for Innovative Partnerships and Practice at the University of Kansas School of Nursing and serves as chair for ANA’s Ethics Advisory Board.
Pamela Grace, RN, MSN, PhD, FAAN is an Associate Professor Emerita in Nursing and Ethics at Boston College and a member of Dartmouth Hitchcock Medical Center’s Clinical Ethics Committee.
Dr. Jenkins is on the ANA EAB and is faculty at San Diego State University School of Nursing, employing an abolitionist ethics and radical vision for eradication of structural violence in nursing and beyond.
Shika Kalevor, MBE, BSN RN, is currently a Teaching Fellow at the Center for Bioethics at Harvard Medical School and will continue her career as a clinical ethicist at Children’s Minnesota.
