Responsibilities: Implementing ANA policy objectives through the introduction, strategic leadership, negotiation and enactment of legislation and regulation consistent with the goals and objectives of ANA. Develops and maintains a comprehensive knowledge and understanding of ANA policy and issues. Provides leadership and strategic advice for assigned legislative issues. Analyzes and monitors federal legislative and regulatory action and provides direction to Director, Board of Directors, ANA Committee on Legislation and constituent members. Assumes responsibility for securing invitations to testify before relevant Congressional Committees. Conducts and/or participates in briefings for the ANA President and Executive Director. Develops and maintains strong working relationships and contacts with Congressional members and staff of both parties, relevant Congressional committees and the Executive Branch of the federal government. Coordinates efforts with the Communications Department to effectively communicate ANA’s policies and positions on legislative activity. Provides technical and informational support to nurses appointed to administration, agency and congressional committees. Serves as liaison to the political staff. Establishes and maintains regular communications with the CMAs and acts as principal contact and resource person for the information and assistance regarding federal legislative and regulatory issues. Maintains and submits timely and accurate lobbying activity and expenditures records according to ANA policy and in compliance with FEC, IRS and DOL requirements.
Requirements: Master's degree in relevant field preferred or equivalent experience. RN preferred. Seven or more years of relevant experience with increasing responsibility and accountability in a Congressional office, federal agency or government relations department in a health care association. Working knowledge of: the health care delivery system; the legislative process; federal government operations; and the political process. Experience in preparation of testimony, regulatory comments or written reports of a technical and complex nature, necessary. Prior lobbying experience or experience working for a Member of Congress essential. Broad working knowledge and experience in the field of health, government and legislative process; prior experience with the use of computers for word processing essential. Experience in public speaking helpful. Ability to relate easily to diverse individuals and groups. Evidence of strong written and oral communications. Ability to prioritize and manage multiple projects and assignments. Flexibility in work schedule required to accommodate occasional evening or weekend meetings and periodic travel.
